DISCOMs of Odisha

CESU: The Odisha Electricity Regulatory Commission (the Commission) vide its order dated 31.03.1999 passed in case No.2/99, under the provisions of the Odisha Electricity Reform Act, 1995, had issued License to Central Electricity Supply Company of Odisha Ltd. (CESCO) Registered Office: 2nd Floor, IDCO Tower, Janpath, Bhubaneswar-751022, Dist: Khurda, Odisha, to carry out the business of Distribution & Retail Supply in the area of supply as mentioned in the said license. Under the said license, CESCO had been carrying out the Distribution and Retail Supply as its licensed activity in its area of supply as stated in the said license.

NESCO: North Eastern Electricity Supply Company of Odisha Limited (NESCO) was incorporated on 19.11.1997 under the Companies Act, 1956. It has taken over the Business of “Distribution and Retail Supply of Electricity” in the North Eastern Zone of the Odisha of GRIDCO, comprising the Districts of Balasore, Mayurbhanj, Keonjhar, Jajpur, and Bhadrak. Pursuant to the Odisha Electricity Reforms Act 1995 and Odisha Electricity Reforms (Transfer

of Assets, Liabilities, Proceedings and Personnel of GRIDCO to Distribution Companies) Rules 1998, in the year 1998 all the assets of GRIDCO pertaining to the distribution business and distribution undertaking in the North Eastern Zone of GRDICO was transferred to NESCO vide Odisha Gazette Notification Published vide S.r.No. 750/98 dated 26/11/1998 and NESCO started its business operation on and from that date.

WESCO: Western Electricity Supply Company of Orissa Limited (WESCO) was incorporated as a Public Limited Company on November19, 1997 to carry out the distribution and retail supply business of electricity in the entire western region of Orissa. The Company secured the Certificate of Commencement of business on 30.12.1997 and started functioning as a wholly owned subsidiary of Grid Corporation of Orissa Limited (GRIDCO), a Govt. of Orissa power utility, from November 26, 1998 under latter’s Distribution and Retail Supply License. Subsequently, the Company obtained its own license for Retail Supply from Orissa Electricity Regulatory Commission (OERC) with effect from April 1999. After privatization of Distribution business under power sector reform process, WESCO became a subsidiary of BSES Ltd, the premier Mumbai based Power Utility with acquisition 51 % majority shareholding.

SOUTHCO: The Southern Electricity Supply Company of Odisha Limited (SOUTHCO) was incorporated on 19-11- 1997 under the Companies Act, 1956 as a Public Limited Company. The Company started functioning with effect from 26-11-1998, under the distribution and retail supply license of GRIDCO, after notification in the official gazette by the Govt. of Odisha. SOUTHCO received the Distribution and Retail Supply license from Odisha Electricity

Regulatory Commission (OERC) for distribution and retail supply of electricity in the Southern Odisha, consisting of districts of Ganjam, Gajapati, Rayagada, Koraput, Phulabani, Kandhamal, Nawrangpur, Malkangiri, and Puri (some parts) with effect from 01-04-1999.

 

General Instructions

If the applicant has applied for PEAL prior to applying for this service, the first section of the New Power Connection form will be auto populated from the PEAL form. Based on the geographical location filled by the applicant in the PEAL form, the application will be routed to the respective divisions of DISCOMs. Applicant who did not fill the PEAL form, will have to select the utility, district and division of the premises where power is required.

Fields marked with ‘*’ are mandatory and should be filled in before submitting the form on the single window portal. Leaving fields blank in the Form is not allowed. In case applicants wish not to enter data in a field, they can put “NA” if it is a text/description field or a “0”, if it is a numeric field. In case of errors, the form will show an error message. The applicant may correct the data and save the form again.

Some of the fields can accept multiple values. If the applicant wishes to furnish more than one item, he may use the “+” button to add more rows. Similarly, if he wishes to remove a row, he may use “x” button.

Applicants can attach documents in digital format as documentary evidences which the department will use for verification. Clicking on the choose button will let them select the document to be uploaded. Before submitting the document, they needs to ensure that all the information furnished by them is satisfactory and correct to the best of their knowledge and understanding. After checking that the information furnished in all the fields are in order, they can submit the application by clicking on the ‘Submit’ button.

After the form is successfully submitted, applicants can pay the required fees based on category of measure/weight/weighing instrument, their denominations and its quantity, either online or offline. If they wish to pay offline, they may choose the ‘Over the Counter’ option on the Cyber Treasury payment gateway. A challan with the account details of the department will then be generated. The applicant will take the hard copy of the challan to the nearest branch of the bank selected and deposit the amount either by Cash, or by means of Demand Draft. Once the fee is processed by the bank, the bank will send a transaction ID via SMS, which then will have to be entered on the Cyber Treasury portal to complete the application process.

Upon payment the applicant will receive an SMS & Email notification with the application number from the single window portal.

 

Checklist of Documents

The applicant will need to attach the following documents with the application:

1. Proof of Ownership of the premises or Authorization by the Owner of the premises, where the Industry is being installed

2. Proof of Identification of applicant

 

Timeline

The department has stipulated that all DISCOMs provide charged electrical connection within 15 working days from the date of submission of application for LT Connections (below 150KVA), and 30 working days for HT Connections (above 150KVA) to industrial consumers. Also, for LT Connections, if electrical infrastructure is available and Right of Way is not required, the connection will be provided within 7 working days. The DISCOMs can however raise queries on the application within 7 working days of receipt of application.
