Biotechnology Policy 2024

Objective

The Odisha Biotechnology Policy 2024 aims to prioritize key areas for both basic and applied research, as well as technological innovation, by encouraging collaboration between industry, academia, and society. The policy outlines a detailed framework that includes both financial and non-financial incentives, in addition to marketing assistance, to support the growth and development of the sector. By establishing an environment that supports biotechnology innovation and business creation, the Policy aims to enhance the State's role in the Biotech field and also ensure that these advancements have a significant positive impact on the wider socio-economic environment.

Ease of Doing Business

  • Single window clearance system with a clear time lines for project approvals and guidance
  • Online system for submission of application forms for various clearances and tracking of the application
  • Self-Certification and Compliance Incentives

Research & Development, Human Resources & Skill Development

The Government of Odisha shall encourage Universities/Institutions/Agencies to establish Biotechnology Enterprises and Skill Development Schools and conduct specialized short-term courses in business management, entrepreneurship development, bio-safety, bio-ethics and intellectual property rights to enhance the competitiveness. The Government will set up incubators either it's own or in partnership with private sector.

The Government of Odisha will extend financial support to universities, industries and research institutes for protection of intellectual Property Rights through filing of patents.

Industrial Infrastructure Development Fund

Government of Odisha has set up an Industrial Infrastructure Development Fund with an initial corpus of Rs.100 crore to be utilized for development of quality infrastructure.

Fiscal and Non-Fiscal incentives

The Entrepreneur can choose to avail a particular incentive under either this policy, IPR or any other sectoral policy.

Land
  • Priority allocation/change of use for the projects
  • Permissible FAR at par with IT/ITES sector
  • Units creating direct employment for not less than 200 State Domicile, shall be eligible for land at a specialized rate of 50% of concessional industrial rate (except for areas covered under Bhubaneswar Development Authority and Cuttack Development Authority)
Soft Loan Assistance
  • Assistance upto 25% of Fixed Capital Investment (excluding land) upto Rs. 250 Cr. could be explored
Employment Generation
  • Rs. 15,000 per female and Rs. 12,500 per male employee per month could be availed for Odisha domicile employees engaged in biotechnology based technical work directly related to industrial production processes and/or R&D for 5 years
ESI/ EPF Assistance
  • 100% reimbursement of State domiciled employer's contribution towards ESI & EPF scheme for a period of 7 years from the date of commencement of commercial production
Technology acquisition and upgradation
  • A reimbursement of 50% of the amount spent on purchase of high impact technologies patented within the last 3 years from National Research Development Corporation upto 1 Cr. would be allowed
Promotional Assistance
  • Reimbursement towards Expenditure incurred from participation in National/ International Trade Fairs towards (i) total rent of stall (ii) product literature/ catalogue and (iii) display material subject to maximum of ₹ 50,000 will be provided per event
Marketing Assistance
  • Preference may be given in public procurement for goods and services produced in the State
Registration of patents, GI, Trademark & Design
  • Following assistance shall be provided for patents leading to manufacturing of biotechnological products:

    • Foreign Patent - ₹ 5 Lakhs
    • Domestic Patent - ₹ 2 Lakh
    • GI Registration - ₹ 2 Lakh
    • Design Registration - ₹ 0.25 Lakh
    • Trademark - ₹ 0.25 Lakh
  • Assistance for Quality Certification Assistance up to ₹ 25 Lakh for obtaining quality certifications will be provided.
Governed Regulations
  • The Biotechnology Units shall get relaxation with respect to 3-shift operation and employment of women workers during night as per the extant guidelines/ notifications and terms and conditions of the Labour & ESI Department.
